Capital Partnership Model
The Edinburgh Community Safety Partnership (ECSP) is responsible for co-ordinating a joint agency response to community safety issues across the city. The Capital Partnership Model (CPM) is the formal arrangement in which partners do so through effective tasking and co-ordinating of resources.
The CPM is driven by the principles of the National Intelligence Model (NIM), that is, to use information and statistical analysis to identify and tackle prevalent issues affecting safety within communities.
Best practice detailed in the NIM identifies that the Community Safety Strategic Assessment and Partnership Priorities should be managed by the Community Safety Co-ordinating Group and in the case of Edinburgh accountable to the ECSP through a quarterly report. The diagram below illustrates the model.
